BidScout was built by a Canberra-based procurement specialist with experience across Commonwealth agencies — someone who's seen how evaluation panels actually score responses, and how good suppliers lose contracts because they missed a requirement buried on page 47 of an addendum.
The pattern was always the same: the winning bidders weren't necessarily more capable. They were more compliant. They structured their responses to match exactly what evaluators were scoring against. They addressed every requirement — including the ones that weren't in the compliance matrix.
